New York City has committed to reducing its jail population – already the lowest of any big city in the country – by an additional 25 percent over the next five years. One of the strategies that can help safely reduce the number of people in custody will be re-examining the system used to screen every defendant processed through New York City courts.

New York City has a proud history of releasing a very high share (70 percent) of defendants pretrial with the simple promise to return to court. Working with its pretrial services agency partner, the New York City Criminal Justice Agency (CJA), the New York City Mayor’s Office of Criminal Justice is embarking on a major revision of the pretrial risk assessment and recommendation system used to provide judges and other court players with critical information necessary to release more defendants while ensuring that crime remains at historic lows.

This revision to the City’s pretrial risk assessment and recommendation system brings together some of the leading criminal justice experts in the country, including Dr. Marie VanNostrand and Dr. Jens Ludwig of the University of Chicago. Join them, along with the Mayor’s Office of Criminal Justice, CJA, and the NYU Law Center on the Administration of Criminal Law for a discussion about this critical redesign to New York City’s criminal justice system.

The CJA risk assessment is administered over 200,000 times a year, for most individuals arrested in New York City. In the 40 years since it was first implemented, the pretrial recommendation system has only been changed twice. This revision is a once-in-a-generation opportunity to improve the system’s performance and the confidence in its reliability.
