THE NOVEMBER 2003-JANUARY
2004 DATASET
The dataset includes information about New York City arrests made
November 1, 2003 through January 31, 2004. The data presented here
are limited to adult, prosecuted cases that were continued at Criminal
Court arraignment. Arrestees who were issued desk appearance tickets
are excluded.
THE NEW CJA RELEASE
RECOMMENDATION SYSTEM
CJA introduced a new ROR recommendation system on June 30, 2003 for
adult defendants arrested in New York City and held for arraignment
in Criminal Court. The new release recommendation system classifies
defendants into four categories: A) Recommended
for ROR, B) Moderate Risk for ROR,
C) Not Recommended for ROR and D)
No Recommendation. The "Not
Recommended for ROR" category (C) includes defendants
who have a bench warrant attached to their rap sheets, defendants
charged with bail jumping, defendants with conflicting residence information,
and defendants considered at high risk for failure to appear. "No
Recommendation"
is offered to defendants (category D) whose rap sheets were not available,
who were charged with murder, or who did not complete the CJA interview.
RELEASE STATUS
Release status is taken from the docket with the most severe arraignment
charge.
