We are a private, non-profit agency providing pretrial services in New York City’s criminal courts.

We interview people who are arrested to determine their ties to the community, and make recommendations to the judge on whether defendants should be released without bail.

We help defendants by contacting family members and friends who may be able to post bail.

We notify released defendants of their court appearance dates, to reduce the likelihood of failure to appear in court.

JOB TITLE: PROGRAM MANAGER

PROGRAM SUMMARY

The Criminal Justice Agency (CJA) is a non-profit organization under contract with the City of New York to provide pre-trial and research services. In 2009, CJA will operate a Supervised Release pilot program in Queens for defendants who present a moderate risk of failing to appear (FTA) in court if released, and who meet the following criteria:

  • Are charged with non-violent felonies;
  • Appear likely to be detained in the absence of such a program; and,
  • Do not appear to present a significant risk of re-arrest during the pendency of the case.

The program which operates during the day and night court, will identify targeted cases before arraignment and, with defense counsel’s permission, obtain and verify community contact information from the defendant. CJA will propose that the court release targeted defendants subject to specific conditions including maintaining contact with the program, and participation in a screening protocol for substance abuse and mental health issues. Released defendants will be monitored for compliance with conditions, including re-arrests. CJA will make referrals for psychosocial assessment of drug dependency and/or mental health, where appropriate. They will report findings and any additional regime requirements to the court.

JOB DESCRIPTION

Working closely with, and reporting to the Director of Court Programs, the Program Manager will have primary responsibility for overseeing the mental health component of the program’s screening intake and referral process, including but not limited to:

  • Assuring adherence the screening and referral protocols for mental health and substance abuse treatment and services.
  • Assuring adherence the screening and referral protocols for mental health and substance abuse treatment and services.
  • Determining the capacity of clients to comply with program requirements and the appropriateness of referral and placement based on mental health and substance abuse assessments.
  • Supervising and scheduling of program staff, including Court Representatives and Intake Managers.
  • In conjunction with the Director, determine client compliance with conditions of release.
  • Relay information relating to the program protocols and procedures to the court, prosecution, defense and other stakeholders.
  • Cultivate relationships with outside agencies for potential provision of treatment services.
  • Use available court data and information systems to check CJA’s arrest files, update activity of program participants and track compliance with eligibility standards.
  • Assist the Director in preparing progress reports on the program for submission to the Coordinator’s Office and stakeholders

JOB QUALIFICATIONS

  • Licensed masters-level mental health professional.
  • Direct clinical social work experience, including interviewing, screening and evaluation.
  • Familiarity with the Alternative to Detention (ATD), Alternative to Incarceration (ATI) or other advocacy program models.
  • Ability to make exercise sound and quick judgment.
  • Excellent verbal and written communication skills.
  • Computer literate with the ability to quickly adapt to changing technology.
  • Must be willing to commute between Manhattan and Queens.

SALARY

$50 -$55K
